In order to make responsibility transparent, the financial aspects of the ESR and ER will be managed locally by appointing institute. Likewise, travel funding for the team members will be managed by their institute. Team Leaders, assisted by their local financial and administrative officials, will be responsible for managing the local finances. Auditing responsibility for each contractor will reside with the individual institutes and Team Leaders will be responsible for providing in a timely fashion the required financial statement and auditing document to the co-ordinator. The Network Co-ordinator and the Network Administrative Co-ordinator will be responsible for collecting the financial reports and audit documents. Modest funds will be made available to the nodes for local management and auditing certificates. The Network Administrative Co-ordinator will administer the additional funds made available for managing the consortium.
